Saves which selectable checklists this person wants on their setup guide — the answer to the “what do you need to get started?” modal.
The whole answer, never a diff. The body is the complete set: everything it does not name is taken off. A diff computed by the client would make “I unticked this” and “this was launched while my modal was open” the same request, and the second one would quietly undo your own release.
It chooses; it does not complete. No step is satisfied here and none could be — a step is satisfied by a fact landing on the bus or by an entitlement being held. Choosing decides which lists are on the guide, and nothing else.
Ids that are not selectable, or belong to another environment, are ignored rather than refused: a mandatory list cannot be turned into a choice from a browser, and a 4xx would tell whoever asked which ids exist.
