# What a customer is entitled to

> The read your own backend gates on: one of **your** customers' plan and overrides, already merged.

The key's environment scopes it — a live id asked with a test key matches no row — and there is no environment parameter, ever: the environment comes off the stored key.

Cached, so calling it per request is reasonable. What it costs when the cache misses is two reads, and what it never costs is a call to your payment gateway: this answers from the local mirror, which is why it keeps working while the gateway does not.

Use `GET /v1/contact/entitlements` instead when the caller is the customer's own browser holding a contact session — same answer, no server key in the page.

        Nothing durable happened, so the retry is free: a throttled request
        never claims an `Idempotency-Key`, and the same key is still spendable
        on the next attempt.


        The counters are shared across instances. When that store cannot be
        reached each instance counts on its own instead — the limits get looser,
        never absent, and `RateLimit-Remaining` is then that instance's
        remainder rather than the whole fleet's.

        This is a refusal to assert rather than a refusal to allow, and the
        distinction is the whole reason it is not a `200` with everything
        switched off. An entitlement read fails **open** by design: an outage
        here must not become an outage in your product. But the catalogue that
        would say which features exist is exactly what could not be read, so
        there is no truthful body to send — and a body full of `"enabled":
        false` would make the decision for you, in the direction the rule
        forbids.


        So the direction stays yours. Keep your last known answer, open the
        gate, or close it: it is your product and your money. `Retry-After` is a
        second, because what is being waited on is a read coming back rather
        than a queue draining.

        Every route behind this credential is rate limited **per key** — 1000
        requests a minute — with a second ceiling of 3000 a minute across all
        the keys of one environment, so splitting your traffic across keys
        isolates it and minting more keys does not buy more of it. A test key
        can never spend a live key's allowance. Every response carries the
